In 2003, after Harold and Joyce Olij conducted a monitoring visit of the Ruth Association, the CRWRF expanded it's support to include the establishment of a Municipal Bilingual Education Office to serve area schools where children spoke the Tajumulco dialect of the Mam language. COMEBI, the name of this literacy institution under the authority of the Municipal Government of Ixchiguán promotes bilingual education in both Mam, the indigenous language of people in the region and Spanish, the dominate language of business in Guatemala.
The literacy program enables Mam speaking children to know how to read and write their own language and so validating them as an ethnic group, building capacity for ongoing education, and prepares them for greater employment opportunities.
